Lake Tapps road remains flooded as county blames private property owner

A busy neighborhood intersection has been flooded for two weeks. The county isn’t going to fix it. They say a private property owner needs to clear their culvert.

LAKE TAPPS, Wash. — For nearly two weeks, the intersection of South Tapps Drive East and 190th Avenue East has been underwater. Inflatable sharks bob alongside rubber ducks. A blow-up chicken made an appearance before drifting away. At least 10 vehicles have gotten stuck in the murky water, their drivers requiring rescue by tow trucks and firefighters.

Yet the real obstacle facing this Seattle suburb is not the water itself, but the question of who should drain it.
