Washington state’s proposed “Ink of Hope” Act aims to combat human trafficking by training tattoo artists to identify and report signs.
OLYMPIA, Wash. — A proposal moving through the Washington State Legislature would require tattoo artists to receive specialized training aimed at identifying signs of human trafficking.
Known as the “Ink of Hope” Act, House Bill 2427 is modeled after a similar law already in place in Tennessee.
Under the bill, tattoo artists would watch a one-hour educational video as part of their annual licensing process. The training would focus on recognizing tattoos that could indicate branding or coercion, often associated with trafficking victims.
