SEATTLE — When U.S. forces removed Venezuelan leader Nicolás Maduro and brought him to the United States, it didn’t just end a presidency: it ignited an international law debate over sovereignty and how far countries can go to hold leaders accountable.

“This shapes up a new reality that we’re still trying to find out what’s the real implication long term,” said Roberto Dondisch, a University of Washington lecturer and distinguished fellow at the Stimson Center.
