SEATTLE — Consultants warned Seattle leaders Tuesday that the city’s emergency management system is under strain, raising concerns about how prepared the city is for future disasters ranging from severe storms to a major earthquake.

During a Seattle City Council public safety committee meeting, a consultant hired to evaluate the city’s Office of Emergency Management said Seattle lags behind peer cities such as Portland and Denver in staffing, funding and coordination even as emergencies become more frequent and complex.
