SEATTLE — The Seattle Police Department has arrested 11 people and identified seven more suspects in connection with an alleged multi-group crime ring that exploited vulnerable residents in the Chinatown-International District by trafficking EBT benefits.
Since July, West Precinct officers conducted surveillance operations, documenting how suspects allegedly targeted homeless and drug-addicted individuals receiving EBT benefits, commonly known as food stamps. The suspects offered cash payments, often a fraction of the benefits’ actual value, in exchange for EBT purchases.
