LYNNWOOD, Wash. — Hundreds of Lynnwood residents are facing unexpected tax bills — and even city officials say they didn’t see it coming.
The surprise stems from utility taxes that the local water district forgot to collect for at least a decade, a lapse that went undetected until the city started scrutinizing its finances during what officials describe as the worst budget crisis in Lynnwood’s history.
