PORTLAND, Ore. — A three-judge panel on the 9th Circuit Court of Appeals voted 2-1 Monday to issue a stay on the temporary restraining order that was preventing President Donald Trump from deploying Oregon National Guard troops to Portland, effectively giving Trump a green light to move forward.
