Convicted serial rapist mistakenly released, rearrested by Seattle police

SEATTLE — The Seattle Police Department rearrested a convicted serial rapist on Aug. 26 after he was mistakenly released on bond.

Noel Stepney, 50, has 10 felony convictions, including second-degree rape. Police said patrol officers detained Stepney near North 141st Street and Linden Avenue North. He initially gave officers a false name when identifying himself.

According to court documents, Stepney posed as someone offering to help the victim move heavy furniture in December 2019. Stepney went with the woman to her apartment to offer assistance before raping her. His DNA was found as
