Federal charges were dropped, but a Canadian woman says cash and a necklace were never returned.
BLAINE, Wash — Federal charges against a Canadian woman accused of kicking a U.S. Border Patrol agent at Peace Arch State Park have been dismissed, but a dispute over thousands of dollars in seized property is still playing out in court, according to records.
Lindsay Anne Moffatt was charged in early January with assault on a federal officer and improper entry into the United States following a Dec. 30, 2025 incident in Blaine.
Prosecutors later moved to dismiss the case, and on Jan. 13, a federal judge
