City leaders want vacant offices turned into housing as part of a broader effort to add thousands of residents downtown.
SEATTLE — Seattle leaders say converting office buildings into housing will play a role in the future of downtown, but only a handful of projects have begun moving forward.
The effort comes as around a quarter of office space remains vacant downtown and the residential population has swelled, mainly through new construction.
