PORTLAND, Oregon — The city of Portland and Sound Transit are considering an unusual deal to essentially trade streetcars, exchanging three from Portland for three from the T Line in Tacoma. The swap is intended to streamline both systems by reducing the number of different streetcar models in each city’s fleet.
