‘I’m not giving up’: Mom rallies to change minor protection law after son vanishes

Ray Reed went missing in 2023. His mother believes laws intended to protect children from police are hurting them.

SEQUIM, Wash. — Jami Breeding flips through photos of her little boy becoming a man.

Pictures of his first day at school, hikes in the rainforests of the Olympic Peninsula, putting gas in the family car when he was barely tall enough to reach the pump.

“He always wanted to help take care of Mom,” Breeding said. 

Ray Reed, 14, was always close to his mom, but the boy fell in with a rough crowd when he turned a teenager.
