EVERETT, Wash. — With a long-term goal of serving 4 million passengers annually by 2040, Paine Field Airport is considering short-term expansion plans.

Marcy presented the estimates Thursday to the Commercial Aviation Work Group, a state legislative committee tasked with researching and assessing options for a new airport in Washington.
