Former inmates help pass clemency reform law in Washington

Gov. Bob Ferguson on Tuesday signed House Bill 1131, which expands the Washington Clemency and Pardons Board from five to 10 members.

OLYMPIA, Wash. — Two former inmates, who each spent decades in prison, helped pass a new law aimed at reforming Washington’s clemency system and expanding opportunities for early release.

Gov. Bob Ferguson on Tuesday signed House Bill 1131, which expands the Washington Clemency and Pardons Board from five to 10 members. The bill also requires the inclusion of individuals from underrepresented populations, including formerly incarcerated people, a member of a faith-based organization, and two crime victims.
